Completing a Local Impact Assessment (LIA) for your GMT increase application

The Local Impact Assessment (LIA) submissions are split into Class 1 and Class 2 depending on which Local Government Area (LGA) your venue is located in and the requested increase to your Gaming Machine Threshold (GMT).

You don't need to submit an LIA with your GMT application if:

  • transfer of Gaming Machine Entitlements (GME) or Poker Machine Permits (PMP) is within the same LGA
  • receiving club or hotel is in a Band 1 LGA and the application, if approved, doesn't result in the GMT being increased by more than 20 within a 12-month period. 

If you do need to submit an LIA, follow these 2 steps:

Step 1 – Find out which LGA band your venue is in.

Step 2 – Find out which LIA you need to complete.

Step 1: LGA bands

Each LGA is classified into Band 1, Band 2 or Band 3 depending on:

Band 1 usually has:

  • low density of gaming machines
  • low gaming machine gambling
  • high SEIFA score.

Band 2 usually has:

  • moderate density of gaming machines
  • moderate gaming machine gambling
  • moderate SEIFA score.

Band 3 usually has:

  • high density of gaming machines
  • high gaming machine gambling
  • low SEIFA score.

Step 2: LIA class

Now find out if you need to complete a Class 1 LIA or a Class 2 LIA.

You must complete a Class 1 LIA if:

  • venue is located in a Band 1 LGA and a mid-range increase of 21-40 in the GMT is requested
  • venue is located in a Band 2 LGA and low-range of 1-20 in the GMT is requested.

You must show that the proposed increase in the GMT will have a positive contribution towards the local community. The Class 1 LIA Guidelines (PDF, 233 KB) has the information you need to complete a Class 1 LIA.

You must complete a Class 2 LIA if:

  • venue is in a Band 1 LGA and a high-range increase of 40 or more in the GMT is requested
  • venue is in a Band 2 LGA and a mid-range increase of 21-40 or more in the GMT is requested
  • venue is in a Band 3 LGA and an increase in the GMT is requested.
